Rebeca is an associate of ALTA Costa Rica in the area of public law. She has extensive experience in constitutional law, administrative law, parliamentary law, litigation, public employment, administrative contracting and health law.
She has provided legal advice to different institutions and public authorities on various topics, which has allowed her to understand the functioning and processes in the institutions of Costa Rica. She has experience in direct attention to processes before the Constitutional Chamber and in administrative litigation, as well as in administrative and administrative contracting procedures. Likewise, in the preparation and review of proposed bills, executive decrees, regulations, guidelines and technical standards.
She has worked in multidisciplinary teams to resolve issues of high complexity and negotiation between public and private actors, with a focus on efficiency and leadership to meet the objectives.
She worked in the Presidency of the Republic, the Legislative Assembly and the University of Costa Rica. In the Presidency of the Republic she served as legal advisor for 8 years, first in the Legal Directorate of the Presidency and later in the Office of the President of the Republic. Between 2020 and 2022, the Presidency of the Republic was in charge of monitoring projects and processes before the Ministry of Health, the Costa Rican Social Security Fund, the National Emergency Commission, JAPDEVA and the Institute of Aqueducts and Sewers, as well as as well as the approach and attention to the health emergency due to COVID-19, the simplification of procedures and registrations before the Ministry of Health, and the implementation of the Law to Strengthen Public Finances in terms of its public employment components. In the case of Artavia Murillo vs. Costa Rica, on In Vitro Fertilization before the Inter-American Court, she served as Agent of the State of Costa Rica.
