Raúl is a partner in ALTA Costa Rica and local director of the Environmental and ESG Law practice. His professional focus is primarily on administrative, environmental, ESG, climate change, energy transition, urban environmental law, and green business. He serves companies in a variety of industries, some of them altaregulated industries such as those dedicated to mining exploitation or biotechnologies, others that provide public services such as electricity generators or hydrocarbon distributors, as well as less regulated industries such as agribusiness, food manufacturing, construction products, among others.

In the finance sector, he has had the opportunity to participate in several projects considered CDM, which have applied to JCM and obtained benefits for greenhouse gas compensation, in a payment for environmental services program, as well as other figures for green financing.
 
His advice is usually preventive, in as much as seeks to ensure that the company's environmental management incorporates best practices and achieves a triple impact: economic, social and environmental. For these purposes, it coordinates a team that carries out audits of compliance with legal requirements under different types of standards or carries out due, diligence or environmental legal feasibility studies of new investments. He also advises on dispute resolution, both in negotiations or other alternative dispute resolution mechanisms, as well as in processes contentious, administrative, environmental criminal and in domestic and international arbitrations.
 

He completed a thesis on dispute settlement mechanisms of the WTO, NAFTA and the European Union for cases where international trade was affected due to environmental protection measures. He is part of the energy commission and the sustainable development commission of the Costa Rican Union of Chambers and Associations of the Private Business Sector (UCCAEP) and coordinates the energy and environment working group of the Association of Free Trade Zone Companies of Costa Rica (AZOFRAS).
