Marvin is a partner of ALTA Costa Rica, his work revolves mainly around legal and strategic advice on Public Law issues (Constitutional Law, Administrative Law, and Human Rights), as well as litigation in these same matters before the Constitutional Chamber, the Contentious Court Administrative and in front of the Public Administration. He advises, especially, on regulatory issues, administrative contracting, public-private alliances, draft laws and regulations, administrative procedures, public policies, and government management.
Marvin has more than 25 years of professional experience. He was a lawyer of the Constitutional Chamber, director of the Judicial School, director of the Judicial Training Center for Central America and the Caribbean and legal director of the Presidency of the Republic. Since 1998 he has been a professor of Constitutional Law at the Faculty of Law of the University of Costa Rica and has been a visiting professor at several national and foreign universities. Likewise, he has participated in various cases before the Inter-American Court of Human Rights.
